CAMBRIA COMMUNITY SERVICES DISTRICT SUMMARY OF ORDINANCE: AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE CAMBRIA COMMUNITY SERVICES DISTRICT ADDING CHAPTER 4.10 TO TITLE 4 OF THE CAMBRIA COMMUNITY SERVICES DISTRICT MUNICIPAL CODE RELATING TO PROHIBITIONS ON IRRIGATION OF NONFUNCTIONAL TURF WITH POTABLE WATER IN COMPLIANCE WITH CALIFORNIA WATER CODE SECTION 10608.14 (AB 1572)
This Ordinance Summary is published in accordance with the provisions of Government Code Section 25124. On October 8, 2026, the Board of Directors of the Cambria Community Services District introduced Ordinance 03-2026, adding Chapter 4.10 to Title 4 of the Cambria Community Services District Municipal Code relating to Prohibitions on Irrigation of Nonfunctional Turf with Potable Water. This Ordinance is being adopted in compliance with California Water Code Section 10608.14, which was adopted by Assembly Bill 1572 and signed into law on October 13, 2023.
Water Code section 10608.14 phases in a prohibition on using potable water to irrigate nonfunctional turf on specified commercial, industrial, institutional, public agency, and common-area properties. It also requires public water systems such as the Cambria Community Services District to revise their water-service regulations, ordinances, or policies to incorporate the statutory requirements and to communicate those requirements to customers no later than January 1, 2027. The statute generally defines nonfunctional turf as turf that is not located in a recreational use area or community space. Turf in street rights-of-way and parking lots are also included. The prohibition does not apply to the extent potable water is necessary to maintain trees and other perennial non-turf plantings or to address an immediate health or safety need. Cemeteries and agricultural irrigation are also not included the proposed Ordinance’s prohibition.
Ordinance 03-2026 adds Chapter 4.10 to Title 4 of the Cambria Community Services District Municipal Code. The new chapter includes the following:
- Definitions. The ordinance defines common areas, functional turf, nonfunctional turf, potable water, recreational use area, community space, and related terms used to determine whether a property and landscaped area are regulated.
- Prohibition. Potable water may not be used to irrigate nonfunctional turf on the covered properties after the applicable statutory deadline.
- Exemptions. The prohibition does not prevent irrigation needed to sustain trees and perennial non-turf plants, water use needed for immediate health and safety purposes, irrigation of cemeteries and specified community assembly or recreational spaces, or agricultural irrigation.
- Enforcement. A local enforcement schedule is included that provides educational materials and warnings for the first and second violations, and fines for subsequent violations.
- Public education and outreach. The District will communicate the new requirements, available State information, and applicable water conservation rebates to customers.
The Board of Directors must vote again to adopt the Ordinance. That action is scheduled for Thursday, November 12, 2026, at a regular meeting to begin at 10:00 a.m. Members of the public can submit written comments to the Confidential Administrative Assistant at boardcomment@cambriacsd.org and view and participate in the meeting as follows:
