Cambria Community Services District Summary of Ordinance 02-2026
AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE CAMBRIA COMMUNITY SERVICES DISTRICT AMENDING, UPDATING AND REVISING VARIOUS SECTIONS OF THE CAMBRIA COMMUNITY SERVICES DISTRICT MUNICIPAL CODE INCLUDING SECTION 1.04.020, SECTION 1.08.070, SECTION 2.08.040, SECTION 2.08.070, SUBSECTION F OF SECTION 7.04.010, SUBSECTION D OF SECTION 5.04.390, AND SECTION 6.05.050
This Ordinance Summary is published in accordance with the provisions of Government Code Section 25124. On July 9, 2026, the Board of Directors of the Cambria Community Services District (“District”) introduced Ordinance 02-2026 revising various Sections of the Cambria Community Services District Municipal Code to correct, clarify, or modernize provisions and to align code language with current District practice and applicable legal authority. The proposed Ordinance is a code-maintenance ordinance intended to update and conform selected provisions of the District Municipal Code. The Ordinance amends provisions relating to District terminology, violation of a written promise to appear, personnel merit-system exclusions and probationary periods, rules for use of the Cambria Veterans’ Memorial Building, sewer lateral inspection and repair requirements, and District authority to seek an inspection warrant when access is not granted for abatement of combustible vegetation constituting a fire hazard and public nuisance.
Ordinance 02-2026 makes the following changes to the Cambria Community Services District Municipal Code:
1. Title and Terminology. An amendment to Section 1.04.020 that clarifies that use of titles for officers, employees, departments, boards, or committees refers to those of CCSD. This update helps avoid ambiguity when Code provisions refer to District offices or bodies.
2. Written Promise to Appear. An amendment to Section 1.08.070 that states that a person who willfully violates a written promise to appear is guilty of a misdemeanor, regardless of the disposition of the original charge, and identifies the maximum fine and county jail term upon conviction.
3. Personnel Provisions. Amendments to Sections 2.08.040 and 2.08.070 to update the District’s competitive service and probationary-period provisions. The Ordinance identifies categories excluded from the competitive service and addresses probationary periods for regular and promotional appointments, including treatment of employees rejected during probation.
4. Veterans’ Memorial Building Use Rules. An amendment to Section 7.04.010(F) that updates rules governing decorations in the Cambria Veterans’ Memorial Building. The revisions preserve the District’s ability to prevent fire hazards and protect building surfaces while allowing approved decorations subject to building supervisor oversight.
5. Sewer Lateral Inspection and Repair Requirements. An amendment to Section 5.04.390(D) that updates when property owners must inspect and report on lateral sewer conditions. The Ordinance addresses inspections associated with new connections, building remodels, overflows, defective laterals, change in ownership, stormwater disconnections, and the validity periods for lateral inspections and new lateral sewers. These revisions are intended to support sewer-system integrity and reduce risks associated with defective private laterals.
6. Combustible Vegetation and Nuisance Abatement. An amendment to Section 6.05.050 that adds authority for the District to seek an inspection warrant when weeds, grass, and combustible vegetation constituting a fire hazard and public nuisance have not been abated after applicable procedures and the property owner or occupant does not grant access. The Ordinance also provides that warrant-related costs, including legal fees and costs, may be included in abatement costs subject to recovery by the District.
The Board of Directors must vote again to adopt the Ordinance. That action is scheduled for Thursday, August 13, 2026, at a regular meeting to begin at 10:00 a.m. Members of the public can submit written comments to the Confidential Administrative Assistant at boardcomment@cambriacsd.org and view and participate in the meeting as follows:
