Introduction/Summary

The Cambria Community Services District is seeking proposals from qualified consulting firms for design, environmental, and permitting services required for the Santa Rosa Creek Streambank Repair and Enhancement Project. The services would include the work described below and further detailed in Section III: Scope of Work and Technical Specifications.

Services shall include:

  • Project Management.
  • Design of the Streambank Stabilization Project.
  • Preparation of Applicable Technical Studies
    • Biological Resources Study,
    • Wetland Delineation,
    • Hydrological Evaluation,
    • Geotechnical Evaluation.
  • CEQA Compliance
  • Permit Acquisition

Existing Conditions

The Project site consists of approximately 150 feet of vertical streambank at the apex of a bend in Santa Rosa Creek, between the streambed and the Santa Rosa Creek Trail and the Lift Station B access road. Access to the site is from CA Highway 1 via a quarter-mile of well-maintained gravel road. There was a similar repair and enhancement project immediately upstream, completed in 2005, which has so far succeeded in protecting that reach of bank from erosion.

Proposed Project

The goal of the Santa Rosa Streambank Repair and Enhancement Project is to restore and stabilize an approximately 150-foot section of the western streambank of Santa Rosa Creek in an area where significant loss of the streambank has occurred over the past several years. The project would be designed to protect, in an environmentally responsible and habitat-enhancing manner, the Santa Rosa Creek Trail, the access road to Lift Station B, and the Sewer Trunk Line B, all of which are immediately adjacent to and encroached upon by the creek.

Project Detail/Scope of Work

A. Project coordination/project management – provide overall project coordination and project management for the whole project.

B. Preliminary Design Report – provide a preliminary design report that includes, among other things, a range of alternative designs that would suit the project site and a recommendation for a preferred design

C. Technical Studies – Identify and perform all needed technical studies, including a biological resources assessment, geotechnical evaluation, and hydrological evaluation.

D. CEQA Determination and CEQA Document Preparation – assess what environmental review is needed, what can be tiered off of previous environmental documents, and prepare the necessary environmental determinations.

E. Obtain Permits from such agencies as CDFW, Caltrans, USACE, San Luis Obispo County, and the Regional Water Quality Control Board.

F. Full Project Design, Plans, Specifications, and Construction Estimate

Project Location

The Project site is located across the creek and a small field from California Highway 1 near the intersection of Cambria Drive in Cambria, California, about 1 mile upstream of the Santa Rosa Creek Lagoon. It is within the Coastal Zone in San Luis Obispo County, CA.
