Introduction/Summary

The Cambria Community Services District (CCSD) is requesting proposals from qualified bidders for the demolition and disposal of two bolted steel water storage tanks, and construction of two (2) new welded steel storage tanks, one 212,000-gallon and the other 125,000-gallon, site improvements including grading, site drainage, modification of existing retaining wall, and replacement of fencing in accordance with Exhibit C (Drawings), and Exhibit D (Technical Specifications).

Detailed Scope of Work
Project Work and Sequencing

The work involves replacement of two (2) bolted steel water storage tanks with two (2) new welded steel storage tanks. The 212,000 gallon tank has a diameter of 39 feet and a height of 26 feet. The 125,000 gallon tank has a diameter of 30 feet and a height of 26 feet. The work also includes site improvements including grading, site drainage, modification of existing retaining wall, and replacement of fencing. See Exhibit D (Technical Specifications) for the complete outline of the project work.

The project will be constructed in two phases. For the duration of the project the District will require, at a minimum, functional operation of one tank. Given the nature of the project site, it is recommended that the existing 210,000-gallon tank be demolished and replaced with the 125,000-gallon tank prior to the demolition and replacement of the existing 125,000 gallon tank with the 210,000-gallon tank. Unlike the existing tanks, which are bolted and white, the replacement tanks will be welded steel and tan. As part of the replacement of the tanks, the ringwall foundation and anchorage systems of the tanks will be replaced to meet applicable seismic code requirements. In addition, existing eight-inch tank connection pipelines at the tank sites will be replaced. Gravel will be added adjacent to the tanks to provide weed and erosion control. The existing retaining wall will be reconstructed 25 feet south of its southern border to provide the space required for the site improvements and meet County offset requirements. The chain link-fence at the existing retaining wall will be relocated to the location of the reconstructed retaining wall.

Timeline

Construction of the project shall be completed within two hundred and sixty (260) working days, starting in August 2025 and completed in August 2026. Phase I is anticipated to last approximately 5 months, and Phase II is anticipated to last approximately 7 months. Construction will occur on weekdays from 7:00 am to 5:00 pm. Both phases will include demolition, site preparation, grading, tank construction, paving, piping connections, retaining wall modifications, and tank coating activities. Construction staging will occur at a CCSD-owned lot south of the project site.

Qualifications

Contractors must possess a valid California Class A Contractor's License at the time of the bid opening. The Contractor shall require the coating applicator to hold a valid State of California Contractor's Class C-33 license for performing abrasive blast cleaning and coating/painting work. The Contractor's coating applicator shall have a minimum of five years’ experience and successful history in the application of the specified products to surfaces of steel tanks. The Coating Contractor shall be SSPC QP1 certified at the time of bidding and throughout the project. In lieu of SSPC QP1 certification, the Coating Contractor may submit evidence of a minimum of ten (10) years’ experience and completion of a minimum of twenty (20) welded steel potable water tanks of similar complexity.

There will be a non-mandatory pre-bid conference on Thursday, June 26, 2025, at 10:00 AM at the tank site 1968 Richard Ave, Cambria, CA 93428.

Submission of Bids

Sealed bids will be received by the Cambria Community Services District (“District”) at PO Box 65, Cambria, CA 93428, or by hand delivery to 5500 Heath Lane, Cambria, CA 93428 until Friday, July 11, 2025, at 10:00 am.

At that time, at 5500 Heath Lane, Cambria, CA 93428, the bids will be publicly opened and read aloud. Submit bid in a sealed envelope plainly marked: Stuart Street Tanks Replacement Project

Any bid received after the time and date specified will not be considered and will be returned to the bidder unopened. Bids received by Fax or Email will not be considered. Each bid must be accompanied by either a certified check, cashier's check, or bidder's bond made payable to the Cambria Community Services District for an amount equal to ten percent of the bid amount as a guaranty. Guaranty will be forfeited to Cambria Community Services District if the bidder, to whom the contract is awarded, fails to enter into the contract. The Cambria Community Services District reserves the right to accept or reject any or all bids or waive any informality in a bid.
