5/29/2026 Letter from the General Manager
Dear Cambrians,
Cambria Skatepark Project
The Cambria Skatepark remains an important community project, and over the past several months, the District has continued working through the final steps necessary to bring the project and the competitive bids to the Board for decision.
As staff and our consultants prepared the project for bidding, additional review identified several procurement and bid document issues that warranted further evaluation before proceeding. While these findings have resulted in delays to the original bidding schedule, they also provided an opportunity to strengthen the overall procurement process and ensure the project is positioned for a fair, transparent, and competitive public bid. The District's responsibility is not only to deliver community projects, but also to protect public funds and minimize risk to the organization and its taxpayers. As part of that responsibility, staff brought forward recommendations to clarify portions of the bid documents, improve competitive bidding opportunities, reduce potential bid protest risks, and ensure that all contractors have access to the same information and opportunities during the bidding process.
These additional safeguards have required more time and effort than originally anticipated. While that can be frustrating for everyone who has supported and advocated for the skatepark, it is important that the project move forward through a fair, legally defensible, and community-wide best-interests process. The District remains committed to working collaboratively with our partners, consultants, and the community as the project continues through the bidding process. At the same time, it is important to recognize that public works projects must ultimately be evaluated based on bid results, available funding, and the Board's direction.
What we can promise is that the District will continue to approach this project with transparency, fiscal responsibility, and a commitment to protecting the public interest. While the recent adjustments have created short-term setbacks, staff believe they have strengthened the procurement process and reduced long-term risk to the project and the District.
Coastal Development Permit for the Water Reclamation Facility (WRF)
After more than a decade of studies, environmental review, engineering refinement, regulatory coordination, and sustained commitment, the Planning Commission unanimously approved the Coastal Development Permit for the Water Reclamation Facility (WRF) on February 26, 2026.
Following that approval, the San Luis Obispo County Board of Supervisors received six appeals of the permit. The matter is now scheduled for consideration on the Board of Supervisors’ June 16, 2026 agenda.
CAMBRIA FIRE DEPARTMENT 2026 FIRE HAZARD FUEL REDUCTION PROGRAM (FHFRP)
Each year, the Cambria Fire Department conducts a Fire Hazard Fuel Reduction Program (FHFRP) to abate vegetation and hazardous wildland fire fuels. The FHFRP is carried out pursuant to the authority contained in Government Code Sections 61100(d) and (t) and Health and Safety Code Sections 14875 et seq. and is initiated by the CCSD Board of Directors adoption of a resolution declaring the vegetation and hazardous wildland fire fuels on the identified properties to be a public nuisance. In this respect, it should be noted that the definition of “weeds” in Health and Safety Code Section 14875 includes “Dry grass, stubble, brush, litter, or other flammable material which endangers the public safety by creating a fire hazard.”
This annual requirement is an effort to reduce the fire hazard caused by the accumulation of combustible materials on vacant parcels. Keep in mind that the forest helps define Cambria, and it is important that we reduce the fire hazard without destroying its ability to regenerate. Make every effort to protect seedlings, young native trees, ferns, and bushes by marking them prior to cutting. Property owners are required to clear all combustible vegetation and/or debris from their property by the July 1, 2026 deadline.
The first Notice to Destroy Weeds was mailed to property owners whose properties require abatement on April 10, 2026.
No extensions will be granted for the 2026 Fire Hazard Fuel Reduction Program (FHFRP) requirement. It is crucial that all parcel owners meet the weed abatement deadline and clear all combustible vegetation and/or debris from their property to prevent fire hazards and maintain a safe environment for everyone. While many owners hire contractors to perform this work, it is your responsibility to verify that the work has been completed. Unfortunately, the District does not provide individual notifications to parcels that fail inspection. Instead, this information is publicly available when the Public Nuisance List is presented during Board meetings.
If your parcel appears on the list, you must abate your lot by the 7/1/2026 deadline. Failure to do so will result in additional charges being applied to your property. The owner of record of the property at the time of notification is responsible for the clearance of the parcel. Properties that do not meet the requirements will be subject to penalties and abatement by the district’s contractor, at the property owner's expense.

Defensible Space
Defensible space is crucial for your home’s wildfire safety. It’s the buffer zone you create between your property and the surrounding wildland area. This space is key to slowing or stopping wildfire spread and protecting your home from embers, flames, or heat. It also gives firefighters a safer area to defend your property.
