Stuart Street Tank Replacement Project – Tank No. 2 Improvement2/17/2026
Grout installation beneath Tank No. 2 around the ringwall has been completed. A 1-1/8-inch polyurethane backer rod was first installed a minimum of six inches from the tank edge. Non-shrink grout was then mixed and placed beneath the tank, using the backer rod to help confine and press the grout into place.
Delivery of project materials from Famcon, including SDR-35 sewer pipe for the drain system, ductile iron (DI) pipe for the Tank No. 2 connection, fittings, gaskets, and flange kits.
The overflow box, weighing approximately 1,200 pounds, was set in place using an excavator. To protect the valve cans, contractor placed soil around the risers and carefully positioned the excavator tracks over the area while transporting and setting the box on the northwest side of Tank No. 2. The overflow box was installed and backfilled in accordance with the Contract Documents, located approximately six inches from the tank ringwall and set at a height 16 inches below the bottom of the overflow pipe.
Following installation, the site was cleaned and stabilized in preparation for the forecasted rain. Wattles were installed around the area where the retaining wall was removed, and sandbags were placed using leftover rock from the excavation beneath the overflow box.
Due to the anticipated rain, no work is scheduled for the remainder of this week. Next week, a planned bypass will be implemented to temporarily take both tanks offline so new isolation valves can be installed at the interconnections. Upcoming project tasks required prior to placing the tank back in service include disinfection of the new tank appurtenances and completion of a five-day bacteriological sampling and analysis period.
We look forward to commissioning the new tank and beginning demolition work on the remaining tank in early March, and we thank the community for its patience during this project.








Construction Progress Update2/2/2026
The Cambria Community Services District continues to make progress on the Stuart Street Tank Project. A construction progress meeting was held on January 28, 2026, to review the status of Tank No. 2 and discuss upcoming work related to Tank No. 1.
Tank contractor and General Contractor updated progress timeline and outlined remaining responsibilities required to complete Tank No.2.
Remaining work includes completing coating inspector punch-list items, final coating touch-ups, and installing, testing, and adjusting the required tank appurtenances and safety features, including the electrical, piping, telemetry, and cathodic protection systems. Once these tasks are completed, the tank will be ready for final disinfection, testing, and commissioning. The new tank will be disinfected in accordance with AWWA C652, Method 2, followed by bacteriological and VOC testing. District staff will coordinate with the Division of Drinking Water and complete all required procedures prior to placing the tank into service. Once the tank is placed in service, work on Tank No. 1 can commence.
Tank No. 1 – Upcoming Work
Preparation is underway for the demolition of Tank No. 1, which will include:
- Relocation of the propane tank
- Removal and relocation of antennas
- Relocation of District communications equipment
Once Tank No. 2 is fully operational, demolition can begin on Tank No. 1.
Project Coordination
The District continues to work closely with its contractors, engineers, inspectors, and regulatory partners to ensure the project proceeds safely, efficiently, and in compliance with all applicable standards.

Construction Progress Update1/15/2026
Progress continues on both the interior and exterior coatings, which are now nearing completion. The coatings contractor has completed all priming and both interior and exterior finish coats. Noise impacts associated with surface preparation, dehumidification, and coating application concluded as of Thursday, January 15.
At this stage, all major coating work is complete, with only minor finish touch-ups remaining. The contractor has completed coating activities for the week.
Looking ahead, final finish work is scheduled to take place over approximately two days next week. Any remaining noise impacts are expected to be minimal and limited to this brief period.
We anticipate completion of the first tank replacement in February, at which time the tank will be commissioned into service. We appreciate the community’s patience and understanding during this final and impactful phase of construction of the first tank.






Construction Progress Update12/23/2025
Tank assembly contractors have completed installation of the first tank and have demobilized from the project site. The project is now transitioning into the next phase of construction, which includes surface preparation and coating.
Coating contractors have mobilized to the site and are currently setting up interior scaffolding. Sandblasting and dehumidification equipment have also been installed. Surface preparation and sandblasting activities are scheduled to begin the Monday following Christmas and are expected to continue through the first weeks of the new year.
This phase of work will result in temporary noise impacts associated with sandblasting and dehumidification equipment. These impacts are expected to last only a few weeks and are necessary to ensure the long-term performance and durability of the exterior coatings.

Construction Progress Update – Tank No. 2 Installation12/12/2025
Steel Work and Welding
All steel work and welding for Tank No. 2 have been completed. The tank contractors have demobilized from the site, clearing the way for the next phase of the project: interior and exterior coating.
Scaffolding and Containment
Steel City Scaffolding has installed the full scaffolding system and plastic containment cover to support safety and environmental protection during coating activities. Installation included fitting and sealing all containment seams.
An inspector from CSI has reviewed and “Green Tagged” the scaffolding and containment, confirming that the setup meets requirements and is ready for coating operations to begin.
The scaffolding contractor is scheduled to demobilize on Monday, with the coatings contractor mobilizing to the site on Tuesday. Surface preparation, including sandblasting, is planned to begin Wednesday as the first step in the coating process. Work will continue through Wednesday of the holiday week, followed by a construction break for the remainder of the week.

Construction Progress Update – Tank No. 2 Installation12/5/2025
Work on Tank No. 2 continued this week, and the contractor made great progress. The welding team completed several key tasks, including:
- Installing the handrail and kick plate around the top of the tank
- Finishing the roof seam welds
- Installing the vent frame and attaching the exterior ladder
- Cleaning up equipment in preparation for demobilizing
- Starting installation of the tank’s cathodic protection system, which helps prevent corrosion and extends the lifetime of the asset
With welding now finished, the contractor has removed their assembly and welding equipment from the site. Next week, the coating team will arrive to begin preparing the tank for its new interior and exterior protective coatings.
Construction Progress Update11/25/2025
Significant progress continues on the Stuart Street Tank Replacement Project as crews advance structural welding, manway installation, and pipe penetration work.
Structural Welding & Tank Assembly
- Completed welding of anchor bolt chairs around the tank’s exterior perimeter.
- Finished welding of the vertical and horizontal knuckle seams.
- Roof panels were tacked to the knuckle at the transition into the tank roof.
- Interior crews welded the horizontal seam between the knuckle and the top of Level 3 of the tank shell.
Manways & Access Openings
- The frame for Manway 1 has been fully welded to the tank shell.
- The second manway on the north side of the tank shell was cut and prepared.
- Its location was shifted in the field to match the centered placement of Manway 1, aligned between anchor bolts rather than offset as shown in the fabrication drawings.
- This revision will be captured in the as-built documentation.
Pipe Penetrations & Appurtenances
- Crosno cut the opening for the Inlet/Outlet (I/O) pipe, set at 8/16" above the tank floor, verified by MKN.
- Openings were also cut for the 4-inch drain line, sample port, and pressure transducer couplings.
- Crews began installation of the 4-inch drain line, including welding of the exterior flange.
Looking Ahead
Upcoming work will include continued roof panel welding, additional interior seam completion, and installation of remaining tank appurtenances.

Construction Progress Update11/14/2025
The District’s tank contractor made significant progress on Tank No. 2 this week.
Crews completed the remaining floor seams and vertical welds on the tank’s third course. The girth welder was also used to finish the horizontal seam between Levels 2 and 3.
A vacuum test was conducted on all straight floor seams and the floor-to-shell horizontal seam in accordance with Section 331611-3.05. MKN observed the testing, which exceeded the required 2 psi, with test pressures ranging from 5 to 12 psi. No porosity or bubbling was detected using a soap solution and glass-top testing box.
Following successful testing, crews cleaned the tank floor and installed the center floor plate, which supports the center column. A scissor lift was lowered into the tank using a crane, and teams measured the full circumference and laid out rafter locations in preparation for continued vertical construction.
Due to anticipated rain and high winds on Thursday, the contractor postponed setting the center column to allow for site cleanup and equipment securing. By Friday, the center column was successfully installed, and tank erection resumed.

Construction Progress Update11/6/2025
Progress continues on the Stuart Street Tank Project. Over the past week, crews successfully completed horizontal seam welding on the second shell. Despite a brief half-day weather delay, all second-level joints have now been finished.
The third level of tank panels has been set and welded into place, marking another significant milestone. In the coming week, crews will begin horizontal seam welding on the third level, and the “knuckle” structural components are expected to arrive on site to support the next phase of construction.
The CCSD sincerely appreciates the community’s continued patience and understanding as this vital infrastructure project advances. Once completed, the new tanks will improve water reliability and enhance public health and safety for decades to come.
The project remains on schedule, with progress moving efficiently thanks to favorable site conditions and strong coordination among the construction team.

Construction is progressing, and the second rung is scheduled to be welded in place today.
Construction Progress Update10/31/2025
Work is steadily moving forward on the Stuart Street Tank Project. After mobilizing to the site last week, the tank contractor completed layout and crane setup before beginning assembly. By mid-week, crews set and welded the tank floor, and by Thursday afternoon, the full bottom radius of the tank steel was in place. Four large panels (8' × 24') were lifted and secured, with welding continuing through the end of the week.
Looking ahead; weld seams will be inspected early next week to ensure quality and compliance, followed by installation of the second row of tank panels and continued seam welding.

Construction Progress Update10/23/2025
Final construction phase of the foundation for the first Stuart Street water tank is nearing completion. Backfill of the center section within the ring wall foundation was completed and inspected on Thursday, October 23rd.
The project continues with the placement of non-expansive materials to finalize the tank ring wall foundation. Tank erection is scheduled to begin Tuesday, with steel panel installation and assembly. Heavy equipment, including cranes and fabrication machinery, are now on site to support this next phase of work.
Additional project progress updates will be provided next week. The CCSD appreciates the patience and cooperation of the community during this major capital improvement project.
Construction Progress Update9/30/2025
On September 26, 2025, the first ring wall concrete foundation was poured. We are currently allowing it to cure before proceeding with additional construction at the site.
Construction Progress Update9/19/2025
The existing ring wall has been fully demolished and removed from the site (see photos of the giant claw excavator in action).
This past week, crews focused on over-excavation and soil compaction to prepare for upcoming concrete work. All compaction tests met or exceeded required standards.
Next week, crews will begin preparing the concrete foundation for the new ring wall.










Tank II Removal9/2/2025
On September 2, 2025, dewatering and removal of Tank II began. As a result of this activity, you may notice water running down Ardath and Richard Streets. This is expected during the demolition process and is being managed by the construction team.










Construction Activity Update8/22/2025
Construction activity for the Stuart Street Tank project will begin next week with the setup of the construction staging area. On September 2, 2025, dewatering and removal of Tank II will begin.
