9/19/2025 Letter from the General Manager

Dear Cambrians,

The Board of Directors has directed me to reduce the frequency of the General Manager’s Letters from every two weeks to once a month. These letters will be issued monthly or on an as-needed basis.

Cambria Skatepark Update

The Cambria Skatepark Project has long been a priority community initiative to provide a dedicated skateboarding facility for residents and visitors. Through extensive community fundraising efforts and a successful grant application—a $600,000 award from the Land and Water Conservation Fund—the estimated full project funding has now been secured with the support of local contributions. With funding in place, the District is prepared to move into the implementation phase.

The District’s Civil Engineering Consultant has identified a permitting challenge in the planning and building process. Because the Skatepark is within a 100-year floodplain, FEMA requires the District to sign a waiver acknowledging responsibility for potential flooding impacts. As part of this review, County Planning has referred the project back to the Building Division for additional evaluation of the restroom building’s structural design, specifically, its load capacity during flood events (Flood Water Calculations). To satisfy this permitting requirement, the District must obtain comprehensive structural calculations for the restroom facility from the Public Restroom Company. This work is expected to take approximately six months and cost $6,000–$7,000. This documentation is required by the County before a construction permit can be issued. Due to the additional FEMA and County Building Division requirements, permitting for the Skatepark will take longer than initially anticipated.

The District will issue the RFP as soon as final construction permits are obtained from the County and weather conditions are suitable. Building in dry weather is more economical because excavation and foundation work can be completed without delays from rain or unstable soil, equipment and material deliveries are easier, and the need for extra stormwater or pumping controls is minimized.

By addressing the County’s floodplain requirements, securing the manufacturer’s engineering documentation, and aligning construction with the dry season, the District is protecting the community’s investment in the skatepark, ensuring the restroom is built to last, and keeping the project on track for successful completion.

If you have any questions or need further clarification regarding the Cambria Skatepark Project, please stop by the “Meet the General Manager” event at the Cambria Veterans' Memorial Hall on Monday, September 22, 2025, anytime between 8:30 a.m. and 7:00 p.m.

Investment Advisors

At the September 15, 2025, Finance Committee Meeting, our investment advisors from Optimized Investment Partners provided another presentation to the Committee regarding the District’s investment strategy and performance.

The District hired Optimized Investment Partners, a registered investment advisor, in August 2023 to help us develop and manage a tailored investment strategy that maximizes income potential while maintaining the safety and liquidity of District funds. Since their engagement, they have continued to provide expertise and regular updates to the Committee.

We encourage all interested members of the public to watch the August 10, 2023 Regular Board Meeting and September 15, 2025 Finance Committee Meeting to learn more about the District’s investment approach and other important financial matters.
